Transforming Infrastructure Performance

The BTS is working with the Infrastructure and Projects Authority (IPA) who are leading a project to benchmark tunnel costs as part of their Transforming Infrastructure Performance (TIP) Programme, the Government's long term plan to improve productivity in the infrastructure sector.

The tunnel benchmarking work will support an update to the 2010 BTS report Infrastructure UK Cost Study Tunnels. The IPA/BTS have been joined by a number of industry Clients such as Tideway HS2, National Grid, Highways England, TFL, Network Rail and other interested parties such as the Environment Agency, RICS and the Department for Transport who are interested because it fits in with their work on TIES, (Transport Infrastructure Efficiency Strategy). IPA has put together information from these clients with information from the BTS to produce a new set of recent data. This is required because the BTS 2010 cost report is seen as the only authoritative report on tunnel costs and has been used extensively to benchmark tunnel project costs. This is work in progress. The Government's 2017 policy paper Transforming Infrastructure Performance is published on the GOV.UK website.
