Parliamentary Liaison

The BTS, alongside the ICE, takes an active role in promoting the tunnelling industry and sustainable infrastructure to Government and Parliamentarians.

This is achieved through the All-Party Parliamentary Group on Infrastructure (APPGI), and communications with Whitehall, including HM Treasury, the Department for Business, Innovation and Skills and the Cabinet Office.

The Parliamentary Liaison Group is an important interface between the Tunnelling Industry and Government.

APPGI has an annual programme of site visits and presentations. Through these occasions, specific sectors of the industry have the opportunity to inform Parliamentarians on issues of concern to them. Recently, site visits have focused on water, power and transport, whilst issues such as the underground disposal of nuclear waste, underground gas storage and carbon dioxide sequestration have been explored through presentations.

BTS's work in this Group is supplemented by writing to Ministers on issues of concern and by the personal engagement of some of our Members on Parliament-related business.

The BTS has also contributed to Whitehall initiatives to review the cost of infrastructure and the efficiency of procurement. This leads into our constant message to the Government: a cry for a planned sustained tunnelling workload to exploit and retain our world-class resources.

Our objectives are:

  • Raising the profile of the tunnelling industry in Parliament, in both Houses and across the political parties
  • Informing Parliamentarians about matters of topical interest
  • Informing Parliamentarians about issues of concern to the industry
  • Arranging visits to tunnelling projects to showcase design and construction expertise
  • Acting as an independent source of information and reference for Parliamentarians about tunnelling matters
